Snowpit and layer bonding tests indicate that the snowpack in this area is mostly stable below the surface. The upper 2-4 inches of snow remains unconsolidated and lacks cohesion. This new snow has not bonded very well to itself or the snow below it. If a slab layer forms on top of this layer it could serve as a weak layer. Above treeline the winds had already moved enough snow to form stiff wind slabs in some areas see this observation for more details.
